COMMUNITY POLICING

Community policing is, in effect, a sustained collaboration between the police and the community that identifies and solves community problems. Depending on the needs and responses of the communities involved, community policing strategies may vary. Till date, though, no comprehensive overview of community policing exists for policing practitioners and others who may wish to learn to use this approach to address the problems of crime and disorder in the communities they live in and serve. Community policing encompasses a variety of philosophical and practical approaches and is still evolving; however, certain basic principles and considerations are common to all community policing efforts.

Thus, as links between the police and the community are strengthened, over time, the ensuing partnership will be better able to pinpoint and mitigate the underlying causes of crime. Also, by getting the community involved, police will have more resources available for crime-prevention activities, instead of being forced into an after-the-fact response to crime. Nowadays, Police are finding that crime-control tactics need to be augmented with strategies that not only prevent crime, but also reduce the fear of crime, and thereby improve the quality of life in neighborhoods. Therefore, it is essential that the police work closely with all sections of the community to identify specific concerns and to find the most effective solutions. This is the essence of community policing. In the light of its wide-ranging possibilities, it has even been suggested that community policing can play a primary role in changing the way all government services are provided at the community level.


JANAMAITHRI SURAKSHA
PROJECT AT PAYYANNUR

The Janamaithri Suraksha project has implemented the whole area of Payyannur Municipality. The project area devided into 15 Janamaithri beat based on geographical margins and population. Each beat covers average 1000 houses. Each beat is allotted to one policeman as beat officer. Each beat covers an area of average 2 sq.km.

All beat officers are visiting their beat areas frequently. The visit of all the houses in the beat area was completed by the beat officers. They collected all the details from the houses such as address and details of migrant labours, details of old age couples staying alone in the beat area, details of women staying alone in the beat area, details of families residing in rented building in the beat area, the details of centers of worship like temples, mosque, church, the details of government institutions functioning in the beat area. A separate register is maintained for all the above details collected.

The beat meeting of all the beats are conducted every month and minutes are prepared. The beat meetings are conducted at different places at the beat area. This facilitate the people from all the beat area to participate in the meeting. A woman Police Constable is detailed as Assistant Beat Officer in all the beat area. The Superintendent of Police and Dy Superintendent of Police also attended the beat meetings.

JANAMAITHRI SURAKSHA PROJECT AT THALASSERY .


The Janamaithri Suraksha programme was implemented in Thalassery Police Station limit on 01/08/2009. Presently 34 Wards comprising in Thalassery municipality are now being covered under this scheme. These 34 Wards have been divided in 12 beats covering 3 wards under each beats except 2, where 2 wards each have been earmarked. All beat officers are visiting their beat areas frequently. The visit of all the houses in the beat area was completed by the beat officers. They collected all the details from the houses such as address and details of migrant labours, details of old age couples staying alone in the beat area, details of women staying alone in the beat area, details of families residing in rented building in the beat area, the details of centers of worship like temples, mosque, church, the details of government institutions functioning in the beat area.

 

Ever since the commencement of Janamaithri Police programme, the beat officers of the concerned beat are now being engaged in several humanitarian activities with the help of good wishers and NGOs. Various kinds of awareness programmes are also conducted especially concerned with traffic regulations, addiction of drugs etc..
